RESOLUTIONS
of the Fifth Working Meeting of the Ukrainian Rivers Network

29 June – 1 July 2007, Chernigiv

 

1. To thank the Wetlands International Black Sea Programme (WI BSP), National Ecological Centre of Ukraine (NECU), "The Centre for the Development of Green Village Tourism in Chernihiv", “Kray” (Land) Environmental Club (Berezhany town, Ternopil oblast) for their high-quality organization and successful holding of the Fifth Working Meeting of the Ukrainian Rivers Network (URN).

2. To appoint the NGO Association of Nature Researchers and Naturalists in Kamyanets-Podilsky (Kamyanets-Podilsky city, Khmelnytska oblast) the Co-ordinator of the Organisational Group of the Sixth Working Meeting of the URN.

3. To approve suggestions of holding next URN working meetings by such organizations:

  • The All-Ukrainian environmental movement “Forum of Khortytsya” (Khortytsya Island, Zaporizhiya city);

  • “Green World” Kolomyya territorial organization (Kolomyya city);

  • Western Centre of the Ukrainian Branch of the World Laboratory (Lviv city), "Eco-Vit" Public Environmental Organisation (Lvivska oblast) and "Eco-myloserdya" (Eco-Mercy) Charitable Fund (Lvivska oblast).

On exchange of information and informational policy:

4. To approve activities of URN Information Exchange Group in 2005-2007 and to include the Centre for the Development of Green Village Tourism in Chernihiv into the Working Group.

5. To prepare a questionnaire and send it to all URN Members till the end of September 2007 with the purpose of updating the database of e-mails of URN members (organisations responsible – Information Exchange Group, NECU).

6. By the end of 2007, to make lists of e-mails of all NGOs by river basins and to use more actively this resource to get and disseminate information in the basins (responsible – Information Exchange Group, NECU, Dnister and Dnipro Basins WG of URN).

7. To develop and disseminate instructions how to work with e-mails among the URN members (responsible – NECU, “Kray” Environmental Club).

8. To resume a publication of the URN Informational Bulletin (organisations responsible – Information Exchange Group, NECU, WI BSP, coordinators of Working Groups).

9. To create an URN presentation paper kit (organisations responsible – Information Exchange Group, NECU, WI BSP, “Kray” Environmental Club).

10. To send by regular mail the most important information about URN activities and processes related to rivers and water resources to URN members who do not have access to e-mails and Internet (responsible – Information Exchange Group).

11. To update regularly the URN web-site (responsible for updating – WI BSP, responsible for informational support – Information Exchange Group).

12. To finalize the Concept of Regular Environmental Education Programme on one of state TV channels as a pilot project of public environmental television. To send this concept to stakeholders till the end of 2007 (responsible organisation – "Yaryna" Public Organisation).

13. To make a final film on Southern Bug River environmental problems (responsible organisation – "Yaryna" Public Organisation).

14. On the basis of experience of the Dnister Basin WG and NECU to develop methodological and informational kit on informational-education tours using experience of Dnister Basin Working Group and NECU for dissemination through URN Members. To prepare the relevant project proposal (responsible group – DBWG members and NECU).

On fundraising:

15. To approve fundraising activities of Working Group and to include "Zeleny Svit" (Green World) (Chortkiv city) and NGO Association of Nature Researchers and Naturalists in Kamyanets-Podilsky (Kamyanets-Podilsky city, Khmelnytska oblast) as its members.

16. To develop the Programme of URN Support till the end of 2007, paying attention to diversification of URN funding sources, and to agree it with URN members (responsible organisations – WI BSP, all URN members).

17. To use positive experience of co-funding of campaigns against completion of construction of Tashlyk, Dnister and Kaniv Hydro Accumulating Power Stations during fundraising for URN activities.

18. To prepare an URN project proposal for publishing of book “Small Rivers of Ukraine: Past, Present and Future” (see Annex 4) (responsible organisation – Hydro-Ecological Society “Uzh”).

On environmental policy and integrated water management:

19. To approve activities of Working Group on Environmental Policy.

20. To support the “Zelenyy Maidan (Green Square)” Initiative and other initiatives, related to rising of priority of environmental policy in Ukraine (responsible – Environmental Policy Group, all URN members).

21. To support close cooperation URN members with the State Committee on Water Management of Ukraine and the Basin Authorities to promote principles of integrated water resource management (responsible – NECU, coordinators of Basin Working Groups, all URN members)

22. To create the URN Working Group for preparation of “Public Assessment of State of Water Resources, Water Management and Policy in Ukraine”. To prepare information letter to discuss the structure of the document and to disseminate it among URN members. To prepare and conduct a number of meetings of the WG to discuss the draft structure of the document and procedure of its preparation (responsible "Zeleny Svit (Green World)" (Head – Mykola Korobko)).

23. To conduct a campaign on public assessment of water resources in Ukraine, first of all from the point of view of use of water resources in energy sector (duration – 1 year, responsible – NECU, All-Ukraine Environmental Public Organization “MAMA-86”, Ukrainian Ecological Association “Zeleny Svit” (Head – M.Korobko)).

On environmental education:

24. To approve activities of the Working Group on Environmental Education.

25. To create a database of organizations dealing with environmental education. To prepare and disseminate published database directory and its electronic version (responsible – Environmental Education Group).

26. To develop a draft Regulations on annual All-Ukrainian competition of environmental creative works of children and youth “Ukrainian Rivers” and to prepare before October 2007 a draft proposal concerning its conduction (responsible – Working Group on Environmental Education).

27. To develop and disseminate methodological guidelines for NGOs heads concerning organization and conduction of main statute actions and project actions of URN (Slaven’ (hymn) URN, URN members, work with media, round tables, gatherings, workshops, competitions, press-conferences, public hearings, etc. (responsible – Woking Group on Environmental Education, WI BSP).

28. To organize a conduction of annual workshop for children and youth together with NGO “Dobryi Svit” (Crimea). To prepare a relevant project “Kray–2008” (responsible – Working Group on Environmental Education).

29. To present experience of work of environmental education organizations in the next issue of URN newsletter, to prepare a special issue in December 2007 (responsible – Working Group on Environmental Education).

30. Taking into account that majority of small rivers of Ukraine flows via settlements, to develop and publish a guidebook for URN members “Nature Protection in a City”, where to describe different ways of environmental activities in settlements in Ukraine (the number of pages – around 350, format A4) (responsible – Youth Branch of NECU).

On institutional development of URN:

31. To consider it efficient to establish of all Working Groups from several jointly working organisations (3-5 organizations).

32. To approve a draft Regulations on Basin Working Group (see Annex 1) and Agreement on Partnership Within Framework of URN Basin Working Group (see Annex 2).

33. To renew the List of Acting URN Members once each 2 years basing on the information given about activities for this period (responsible – Information Exchange Working Group).

34. To establish a temporary URN Working Group on development of URN symbols, including G. Protsiv, V. Melnychuk, A. Bosak, I. Sirenko, L. Prus, G. Vytvytsky. To present the discussed options of URN logos to professional designers to finalizing. To send elaborated options of the symbols to URN members (responsible – “Kray” Environmental Club, NECU, Ukrainian Ecological Association “Zeleny Svit” (Head – Yuriy Samoylenko), Charity Fund “Eco-Myloserdya”, Cherkasy Oblast Organization “Zeleny Svit”).

35. To nominate Viktor Melnychuk (NECU) as an URN representative at the Public Council under the Aegis of the Ministry of Environmental Protection of Ukraine.

36. To propose URN members, located in the Southern Bug River Basin to establish a Southern Bug River Basin Working Group. The Working Group should use the experience of development of joint projects and public campaigns against completion of construction of Tashlyk Hydro Accumulating Power Station and destruction of Regional Landscape Park “Granite-Steppe Pobuzhya” (responsible – URN members located in the Southern Bug River Basin, NECU).

37. To establish a Western Bug Working Group of URN with coordinators of its activity: Western Centre of Ukrainian Division of World Laboratory and “Eco-Vit” Environmental NGO (responsible – URN members, located in Western Bug basin, Western Centre of the Ukrainian Branch of the World Laboratory, “Eco-Vit” Environmental NGO).

38. To approve an initiative for conduction of photo competition “Beauty and Pain of Rivers” by NECU, Wetlands International Black Sea Programme and Centre of Creative Photos in June 2007 in frame of URN activities. To express gratitude to Sergiy Gladkevytch and Igor Sirenko for organization of the photo competition.

39. To create working group on URM legalization and to assign the issue of obtaining by URN of a legal status to it (responsible – NECU, "Zeleny Svit (Green World)" (head – M. Korobko), “Khortytsky Forum”).

40. After URN legalization, to prepare the request and necessary documents for URN to joint the Public Council under the Aegis of the Ministry of Environmental Protection of Ukraine (responsible – NECU).

41. To widen international cooperation, first of all informational exchange with river networks in the other countries (DEF, Russian and Byelorussian River Networks, etc.) (responsible – WI BSP, NECU).

On Strategic Action Programme of URN:

42. To develop the URN Strategic Action Programme 2008-2015, taking into account proposals of the URM members, expressed during the meeting (see Annex 6) (responsible – WI BSP, NECU).

On public campaigns:

43. To approve the start and conduction of public campaigns against large scale environmentally dangerous projects at rivers by URN members with involvement of other organizations.

44. To approve actions and results of work of URN members in the public campaign against completion of construction of Dnister Hydro Accumulating Power Station in Chernivtsi Oblast (2004-2007) and to support plans on campaign continuation.

45. To approve actions and results of work of URN members in the public campaign against completion of construction of Kaniv hydrolectrostation in Cherkassy Oblast (2006-2007) and to support plans on campaign continuation.

46. To start holding of the All-Ukrainian URN action on river saving and restoration (for example, on the International Rivers Day, September, 30) (responsible – NECU, WI BSP, “Kray (Land)” Environmental Club).

47. To prepare an URN appeal against construction of a chemical plastic producing factory in Dnister basin (responsible –“Kray (Land)” Environmental Club, NECU).

48. To prepare an appeal to the President of Ukraine and National Safety and Defence Council of Ukraine (copy to Chernivetska and Vinnytska Oblasts State Administrations) on social-ecological situation in the territories, adjacent to the Dnister Hydro Accumulating Power Station (responsible – “Kray (Land)” Environmental Club, NECU)

49. To prepare an URN appeal concerning the need of expert study of possibility to destroy hydraulic works of Dnipro cascade, which can have catastrophic consequences (responsible – “Zeleniy Svit” Ukrainian Environmental Association (Head – Yuriy Samoylenko).

On Dnister Basin Working Group (DBWG):

50. To approve positive experience of activities and interactions of DBWG organizations, united by basin approach at local, regional, All-Ukrainian and international levels. To consider the experience of DBWG as successful one.

51. To work with the documents (materials of the meetings, round tables, press tours, workshops, conferences) of international co-operation in the Dnister River Basin: draft of Dnister River Basin international agreement “Agreement on Co-operation in the Field of Protection and Sustainable Development of Dnister River Basin” and Annex to this Agreement “Regulation on Public Participation in Activities of Dnister Commission and Decision-making on Dnister Basin Status”, “Action program to Improve Transboundary Co-operation and Sustainable Management of Dnister River Basin for 2007-2009” in the frame of Agreement between the Government of Republic of Moldova and Government of Ukraine on Joint Use and Protection of Transboundary Waters”.

52. To stimulate international co-operation with organizations of Poland, Moldova and Prydnistrovya.

53. To establish a temporary Working Group and to develop a Strategic Action Plan of co-operation of DBWG with the State Committee on Water Management, Dnister-Prut Basin Organisation, Public Councils under the Aegis of Oblast State Departments of Environmental Protection in the basin and to disseminate it among other organizations – URN members and the basin groups (responsible – Dnister River Basin WG , NECU).

54. In a view of widening of DBWG, to assign new tasks for all DBWG members:

  • to inform local people about new NGO activities in the Dnister basin more active;

  • to share and advocate good experience of DBWG activities in the region;

  • to involve new organizations in the DBWG activities and to promote further coordination of the Working Group activities.

55. To clarify and renew the database about the organizations of DBWG. To place this information at URN web-site and to present it to all participants (including in paper form).

56. To send the reports on informational-educational tours, conducted by URN in the Dnister River Basin in March and May 2007 to emails of URN members and by regular post (responsible – NECU and “Kray” (Land) Environmental Club).

57. To propose to DBWG to establish contacts with Working Groups of NGOs working in the Dnister River Basin (Moldova; Lviv, Odesa, Chernivtsi, Ternopil Oblasts, etc.) and to establish mutually beneficial co-operation.

58. DBWG organizations should assess their activities (human resources, technical and material resources, free time, experience).

On Dnipro River Basin Working Group:

59. To note that after the end of active phase of UNDP-GEF Programme on Dnipro Basin Environmental Rehabilitation co-operation with NGOs, activities of NGOs of Dnipro basins have been reduced significantly. To propose to NGOs, which are active of the Dnipro Basin to co-ordinate and agree action plans before October 2007.

60. To prepare draft positional documents of URN (with recommendations) concerning:

  • Implementation of the adopted by Ukraine decisions and international obligations concerning Dnipro;

  • Execution of the Strategic Action Plan on Black Sea protection;

  • Advisability of increasing of capacities of acting energy producing enterprises according to the Energy Strategy of Ukraine till 2030;

  • Need to prepare and make public the Annual Report concerning implementation of the National Programme of Environmental Rehabilitation of Dnipro Basin and improvement of drinking water quality;

  • Temporary agreed maximum admissible discharges of pollutants;

  • Need to prepare Water Strategy;

  • Stop the tendency of surface water deterioration (responsible – Nikopol Department of International Dnipro Fund).

61. To prepare an appeal to the President of Ukraine and the Cabinet of Ministers of Ukraine with request to reconsider the Energy Strategy of Ukraine, where Water Strategy should become its component or a separate document (responsible – Nikopol Department of International Dnipro Fund).

62. To contact the National Academy of Science of Ukraine with proposal to prepare and publish a report on existing water resources of Ukraine and water supply, to assess strategic plans of development of Ukrainian economy, especially potential to grow capacities of nuclear energy (responsible – Nikopol Department of International Dnipro Fund).

63. To prepare an appeal to the Cabinet of Ministers of Ukraine with the request to publish existing scientific data about the state of water reservoirs of Dnipro cascade, envisaged and supported terms of their operation (responsible – Nikopol Department of International Dnipro Fund).

64. To prepare and conduct an information and education tour to the place of construction of Kaniv Hydro Accumulating Power Station in September 2007. To prepare informational materials on the issue of completion of construction of Kaniv Hydro Accumulating Power Station and compliance with environmental rights of citizens for dissemination to local population, local authorities and media (responsible – NECU).

65. To support the project “Kakhovske Water Reservoir: Pre-History of the Region, Ideas and Creation, Problems, Perspectives”, Resolution of scientific-practical conference of 14-16th of December in Nikopol, establishment and activities of Lower Dnipro Public Basin Council of “Khortytsky Forum”.

66. Taking into account that the Kakhovske Water Reservoir is the last barrier on the way of pollution load transfer by Dnipro to the Black Sea, to support a proposal of the Lower Dnipro Public Basin Council of “Khortutsky Forum” to include the water reservoir into the list of Dnipro “hot spots”, taking into account the existing level of pollution, consequences for drinking water supply, pollution of the Black Sea.
